Area agencies on aging, established
by the federal Older Americans Act in 1965, receive federal, state,
and local funds to contract with local organizations for service to
older persons. There are 33 area agencies on aging designated by the
California Department of Aging as the local Planning Services
Agencies
The Mello-Granlund Older
Californians Act (AB2800), signed into law in 1996, moved the
primary focus for the delivery of services from the State to the
local level. It identified area agencies on aging as the local units
in California to administer programs in compliance with the Older
Americans Act, the Older Californians Act, and other applicable
regulations.
California’s area agencies on aging incorporated in 1979 as the
California Association of Area Agencies on Aging—a statewide,
nonprofit organization.

Purpose
Advocate on behalf of older persons,

Goals
The key goals of the California
Association of Area Agencies on Aging are:
• Public policy will reflect the priorities of C4A and its advocacy
partners;
• All members of C4A will have access to the information, resources,
and peer support
necessary to fulfill their leadership role;
• The Association will have the financial resources to attain its
Mission;
• The Association will have successful working relationships with
all partners in the home
and community-based services network; and
• Educate and enlist the support of the public in furthering the
priorities of C4A and its
advocacy partners.

Statement
of Principles
The California Association of Area
Agencies on Aging (C4A) joins with its many partners in the consumer
network to provide leadership in the development and restructuring
of California's long-term care system.
C4A’s primary goal for a long-term
care system is maintaining individuals in their own homes in the
least restrictive, most home-like environment. It is the goal that
older persons and adults with disabilities will have access to a
wide range of options for community-based long-term services,
enabling them to live in their local community with independence and
dignity. As such, C4A endorses the development of a long-term care
system for the State of California, which is built upon the
following principles:
- A service
delivery system built on the concept of self-determination.
- A service
delivery system that responds to the total needs of the person,
including the individual’s mental, physical, social, and health
needs.
- A service
delivery system that responds to the needs of individuals, their
families, and caregivers.
- A service
delivery system that is responsive, effective, and efficient.
- A service
delivery system that recognizes that every person has the right
to live with dignity, and choice.
- A consumer
directed service delivery system in which policy decisions and
service design reflects the voice of the consumer.
- A service
delivery system that is based upon an expansive local planning
process, and that promotes local decision-making and flexibility
in program implementation.
- A State
financing structure that accommodates a funding methodology for
implementing the concept of “money follows the person,” in
support of a comprehensive and coordinated system of care.
Individuals and advocacy groups are
encouraged to join C4A as partners.

Committees
Executive Committee
The Executive Committee acts on matters of concern to the
Association that requires attention and action between meetings of
the membership and identifies issues to be brought to the membership
for discussion and action.
Nominating Committee
The Nominating Committee presents a slate of officers for election
at the annual meeting of the membership in November, and selects
recipients for recognition by the Association.
Conference Committee
The Conference Committee plans and coordinates the Coordinated
Leadership Conference scheduled annually in the spring.
Legislative & Budget SubCommittee
The purpose of the Legislative and Budget Subcommittee is to review
pertinent legislation and budgetary issues affecting older adults,
their caregivers and the Association.
